Mr. ZHAO joined Huawei Technologies Co.,Ltd. in 2006, and has held several leadership positions including Director of MBB2020 marketing executive team for the Marketing & Solution Sales Department in Europe, Director for the Wireless Solution Sales in the Netherlands.

Mr. ZHAO has worked in the telecommunications industry for over 12 years and has extensive experience across planning, R&D, production, marketing and sales.

In 2005, Mr. ZHAO began his career in telecoms-related R&D and before joining Huawei he worked for Shanghai Academy of Spaceflight Technology.

Mr Rossen Jeliazkov is a Chairman of the Communications Regulation Commission (CRC).

Rossen Jeliazkov has more than 15 years experience in the preparation of a number of conceptual and strategic documents and programmes in the field of e-government, local government and administration, as well as public-private partnerships.

Prior to his appointment as Chairman of CRC in January 2018, he served as Chairman of the State e-Government Agency, Adviser to the Prime Minister on Public Administration and e-Government issues and Secretary General of the Council of Ministers. Rossen Jeliazkov was also Chairman of the Management Board of the Institute of Public Administration and a representative of the Republic of Bulgaria to the European Institute of Public Administration (EIPA) in Maastricht, the Netherlands. Before that he worked as Secretary General of Sofia Municipality.

Rossen Jeliazkov holds a Master’s Degree in Law from the Sofia University “St. Kliment Ohridski”.

Türk Telekom CEO’su Dr. Paul Doany, 1977 yılında Beyrut Amerikan Üniversitesi Elektrik ve Elektronik Mühendisliği Bölümünden mezun olmuş, 1978 yılında İngiltere Bradford Üniversitesinden Dijital Elektronik ve İletişim Mühendisliği dalında yüksek lisans derecesi ve 1981 yılında İngiltere Manchester Üniversitesi Bilim ve Teknoloji Enstitüsü’nden İletişim Mühendisliği dalında doktora derecesi almıştır.

Beyrut Amerikan Üniversitesi, Elektronik/İletişim Bölümünde kıdemli öğretim üyeliği yapan Doany, ardından 14 yıl boyunca telekomünikasyon danışmanlığı sektöründe hizmet vermiştir. Bu kapsamda, Dar Consultants’da (Londra) Genel Müdürlük görevini yürütmüş, aynı zamanda Dar Al Handasah Consultants (Shair & Partners)’da Genel Müdür/Ortak olarak Telekom bölümünü kurmuş, ulaşım ve ekonomi alanlarında büyümelerini desteklemiştir.

Doany 12 yıl boyunca, Saudi Oger Grubunda çalışmış, Oger Telekom Kurucu CEO’su ve Türk Telekom CEO’su olarak 5 yıl hizmet vermiştir. Saudi Oger Grubu'ndaki görev süresi boyunca, Türk Telekom’un %55’lik payının özelleştirme yoluyla satın alınmasına, Borsa İstanbul’a halka arzına, BT şirketleri ve uluslararası toptan satış operasyonlarının (Pantel, yeni adıyla Türk Telekom International) satın alınmasına liderlik etmiştir. Aynı zamanda Güney Afrika’da Cell C’nin lansmanına kadar satın alma ve başlangıç operasyon sürecini yönetmiştir.

Dr. Paul Doany Bilişim ve İletişim Teknolojileri Girişim Sermayesi alanında yoğunlaşarak BT/internet şirketleri ve yenilenebilir enerji alanında başlangıç aşamasındaki yatırımları yönetmiştir.

Doany, Eylül 2016’dan itibaren Türk Telekom CEO’su olarak görevini sürdürmektedir.


Upon his graduation from the Department of Electrical/Electronics Engineering, Beirut American University in 1977, Dr. Paul Doany, the CEO of Türk Telekom, went on to hold a master’s degree in Digital Electronics and Communications Engineering in Bradford University, UK in 1978 and a PhD in Communications Engineering from the University of Manchester Institute of Science and Technology in 1981.

Having served as a senior lecturer for the Department of Electronics/Communications in Beirut American University, Mr. Doany then took office as a consultant for the telecommunications business over the course of 14 years. As part of this task, he served as a General Manager for Dar Consultants (based in London) and founded Telecom department as a General Manager/Partner at Dar Al Handasah Consultants (Shair&Partners) and boosted the company to grow in transportation and finance.

Mr. Doany had served for the Saudi Oger Group for 12 years and taken office as the Founding CEO of Oger Telecommunications and the CEO of Türk Telekom for 5 years. During his tenure at the Saudi Oger Group, he led the acquisition of 55% share of Türk Telekom through privatization and the IPO to Istanbul Stock Exchange apart from the acquisition of IT companies and international wholesale operations (Pantel, rebranded as Türk Telekom International). In addition, he ran the acquisition and start-up operational process of Cell C in South Africa until it was launched.

Ola Bergström


Director for International Affairs of the Swedish Post and Telecom Authority (PTS)

Ola Bergström is the Director for International Affairs of the Swedish Post and Telecom Authority (PTS) since 2012 and is responsible for coordinating the international work at PTS. He is responsible for the work in ITU and BEREC. During 2014, Mr. Bergström chaired the Contact Network of the Body of European Regulators for Electronic Communications (BEREC). He is also active in Internet related issues.

PTS is the governmental authority that regulates the electronic communications and postal sectors. The concept 'electronic communications' includes telecommunications, IT and radio. Mr. Bergström has more than 15 years of working experience in the telecom sector. Since 2009 he has been responsible for the international coordination at PTS. Prior to his current position he was a legal adviser at PTS. Before joining PTS, Mr. Bergström worked for the Competition Authority between 2002 and 2005. He also worked for the Ministry for Enterprise and Innovation.

Ola Bergström holds an LL.M. from Lund University and a European Master of Law and Economics from Hamburg University and Erasmus University Rotterdam.

Ilir ZELA

Graduated as an Electronic Engineer in 1993, and after that acquiring a Master Degree in Telecommunications and Information Engineering from the Polytechnic University of Tirana, Mr. Ilir Zela has a long carrier in the telecommunications field and a remarkable contribution in the public sector. He started his professional career as an Engineer in the Transit Communications Department, at the Albanian Telekom, to later follow up as an Expert in the State Department for Telecommunication until 1997. During the period 2006 to 2009, Mr. Ilir Zela worked for the Telecommunications Entity, as provided his expertise as Member of the Steering Board of the Electronic and Postal Communications Authority (AKEP). During the period 2010 – 2013, he worked for Albtelecom Sh.a in senior managerial position, among which, as Head of the Regulatory Group.

From 1997 to 2005, Mr. Zela provided his service as MP of the Albanian Parliament during the XV and XVI legislatures, where he headed the commission for Industry and Foreign Policy. The initiation and preparation of the Law "On the role of the Parliament in the European Integration process” is worth highlighting in his parliamentary activity. During 2000 he served as Minister of State near the Prime Minister, and as Minister of Public Works. During the period 2014-2016, Mr. Zela chaired the Central Inspectorate.

His activity in the public sector was also supported by the knowledge acquired from his graduation in Economy and Governance Reform, University of Bradford, United Kingdom, as part of the Chevening Fellowship Programme, as well as the Masters Degree in Business Administration from the University of Tirana and the University of Nebraska, USA.

Alyar Tamirov is Head of Regulation Department of the Ministry since 2006.

Prior to joining the Regulation Department Mr. Tamirov was a senior expert, senior advisor, senior consultant of the Department of Investment of the Ministry.

Mr. Tamirov was appointed to a position of deputy chief of Regulation Department in 2004, where he was responsible for the regulation of resources, licensing, certification issues. A year later he was promoted as a head of the Department.

Mr. Tamirov has been serving as a member of Scientific-Technical Council of the Ministry since 2005.

Mr. Tamirov received the master degree (economics) from Azerbaijan State University of Economics in 1995.

Ram Sewak Sharma

Mr. R.S.Sharma joined as Chairman, Telecom Regulatory Authority of India (TRAI) on 10th of August, 2015. Prior to joining TRAI Mr. R.S.Sharma was working as Secretary to Government of India in the Department of Electronics and Information Technology. He has also worked as Chief Secretary to the State Government of Jharkhand (India). His other assignments include Director General & Mission Director of the Unique Identification Authority of India (UIDAI) where he was responsible for over-all implementation of this ambitious and challenging project undertaken by the Government of India for providing Unique Identification (christened as Äadhaar”) to all its Residents.

Before his posting at UIDAI, Mr. Sharma worked with the Government of Jharkhand as Principal Secretary of the Departments of Science and Technology, Drinking Water & Sanitation, Information Technology (IT), Rural Development and Human Resources Development. As Principal Secretary of the IT Department, Mr. Sharma was responsible for formulation of State policies in the IT and e-Governance areas. He also over-saw the implementation of various e-Governance Projects in all the Departments of the State Government.

Mr. Sharma has held important positions both in the Government of India and State Governments in the past and has been deeply involved in the administrative reforms and leveraging IT to simplify the administrative processes. During his posting in Government of India, he has worked in the Department of Economic Affairs and has dealt with bilateral and multilateral development agencies like World Bank, ADB, MIGA and GEF. He was also in-charge of Financing of Infrastructure projects in the Highways, Ports, Airports and Telecom sectors. Mr. Sharma's contributions to the IT and e-Governance have been widely recognized both within India and outside. He has been responsible for implementing a number of Projects relating to ICT Infrastructure, Process Re-engineering and Service Delivery in Public Private Partnership (PPP) mode. Mr. Sharma holds a Masters Degree in Mathematics from IIT, Kanpur (India) and another Masters in Computer Science from the University of California (USA).

PhD is the Technical Director in the CTO Office of Google Cloud leading Google Cloud and its efforts towards Industrial Enterprise Solutions. Google Cloud business recently established the CTO Office and is building a team of the world’s foremost experts on cloud computing, analytics, AI and machine learning to work with global companies as trusted advisors and partners. Evren joined Google as the 1st external member to take the leadership role as a Technical Director within the CTO Office of Google Cloud.

Prior to joining Google, he was the SVP & Software Chief Technology Officer for GE Healthcare, near $20 billion segment of GE. GE Healthcare is a global leader in delivering healthcare clinical, business, and operational solutions with its medical equipment, information technologies, life sciences and service technologies covering settings from physician offices to integrated delivery networks.

Evren lead software technology programs across the entire GE Healthcare portfolio focused on driving customer success and on helping providers deliver improved patient outcomes through GEHC applications. His responsibilities included overseeing the application development, NPI execution, creation of a harmonized Healthcare software architecture & platform; delivering, harnessing and maintaining common services across the portfolio; driving global strategy and engineering capabilities; developing and delivering Cloud, Mobile and Analytics technologies for clinical, financial and operational customer outcomes; and leading software development as a function including its governance, processes, tools and execution.

Evren championed several initiatives across GE Healthcare including GE Health Cloud platform & applications, Cloud & Mobility first design, Software User Experience, Big Data Analytics, Microservices based solutions, and the adoption of Agile methodologies in the software development process. He is a member of GE’s Software & Services Council.

As a member of GE Digital leadership team, Evren championed "GE Health Cloud", the first industry-specific cloud built on top of Predix, GE's Industrial Internet Platform, as well as IoT, Deep Learning & Analytics applications for Healthcare industry. Received GE's Chairman Award on 2016 for Digital Growth initiative for his efforts on launching GE Health Cloud.

Evren began his GE career at GE Transportation, where he served as General Manager of the Software and Solutions business. He led the development of GE’s Movement Planner system, which helps railroads solve capacity issues by better managing the movement of trains. Before joining GE in 2005, Evren was with Emerson Process Management group for over 11 years, where he held several leadership positions and was responsible for developing new software-based growth technologies for process control systems and field devices, coordinating cross-divisional product execution and implementation.

A graduate of the University of Tennessee, Evren holds a master’s and doctorate degree in Nuclear Engineering. He holds over 60 US patents, and lives in the San Francisco Bay Area with his wife and two children.

Doğu Akdeniz Üniversitesi Elektrik ve Elektronik Mühendisliği Bölümünde Lisans, Yüksek Lisans ve Doktora programlarından sırası ile 1990, 1993 ve 1999 yıllarında tamamlayıp mezun oldu. 2000-2008 ve 2012-2013 yılları arasında Yakın Doğu Üniversitesi Elektrik ve Elektronik Mühendisliği Bölümünde öğretim görevlisi olarak görev yaptı. 2007 yılında Doçentlik ünvanı almıştır. Öğretim görevliliği yanında Bölüm başkan yardımcılığı ve Dekan yardımcılığı gibi çeşitli idari görevlerde bulunmuştur. 1992 yılından beri Uluslararası Elektrik Elektronik Mühendisliği Enstitüsü (IEEE) ve Elektrik Mühendisleri Odası üyesidir. 2008-2011 yılları arasında ise Telekomünikasyon Üst Kurulu Başkanlığı yapmıştır. Haziran 2013 den itibaren Bilgi Teknolojileri ve Haberleşme Kurumu Başkanlığı’na atanmış olup, halen bu görevini sürdürmektedir. Evli ve bir çocuk babasıdır.

He was born in 1965 in Gönyeli, Cyprus. He completed Undergraduate, Graduate and Doctorate programs of Eastern Mediterranean University Department of Electrical and Electronic Engineering respectively in 1990, 1993 and 1999 and graduated. He served as an instructor in Near East University Electric and Electronic Engineering between 2000-2008 and 2012-2013. He received his associate professorship title in 2007. As well as being an instructor, he had various administrative duties such as being the vice head of department and deputy dean. He has been a member of Institute of Electrical and Electronics Engineers (IEEE) and Chamber of Electronic Engineers since 1992. He had been the Chairman of Telecommunication Supreme Board between 2008-2011. He was appointed for the Chairman of Information Technologies and Communication Authority on June 2013 and he has been continuing this duty since then. He is married and has one child.

1970 yılında İzmir’de doğdu. İlk ve orta eğitimini İzmir'in Torbalı ilçesinde, Lise eğitimini İzmir'de tamamladı. 1992 yılında Kara Harp Okulu Elektrik-Elektronik Mühendisliği Bölümünden derece ile mezun oldu. Türk Silahlı Kuvvetleri bünyesinde muhabere subayı olarak; Kablolu, Telsiz ve Uydu Haberleşme Sistemleri ile Kriptolama, Bilgi Güvenliği, Elektronik Harp konularında çeşitli seviyelerde görev yaptı.

1995-1996 yılları arasında, Bosna-Hersek’de görev alan NATO Barış Gücünde, Türk Birliğinin Bilişim ve Haberleşme Teknolojileri Subayı olarak görev yaptı. Güvenli iletişim, Ağ güvenliği ve tehdide karşı koyma altyapılarını yönetti.

1998-1999 döneminde Orta Doğu Teknik Üniversitesinde (ODTÜ) Bilgisayar Mühendisliği Lisans tamamlama eğitimi almıştır. 2002 yılında Bilkent Üniversitesi Bilgisayar Mühendisliği Bölümünde yüksek lisansını tamamladı. Veri Madenciliği (Data Mining) ve Büyük Veri (Big Data) konularında çalışmalar yaptı.

2002 yılından itibaren Türk Silahlı Kuvvetleri ve NATO’da çeşitli kademelerde, Komuta Kontrol yazılımlarının geliştirilmesi, güvenli ağ alt yapılarının oluşturulması ve yaygınlaştırılması projelerinde; yazılım uzmanı, takım lideri, proje yöneticisi olarak görevler aldı. Ulusal ve NATO ülkeleri ile beraber gerçekleştirilen çok sayıda Muhabere ve Bilgi Sistem ile Siber Güvenlik tatbikatlarında aktif rol aldı. 2004-2005 yıllarında ABD’de, Ağ Tabanlı Yapılar, Siber Güvenlik, Bilişim Sistemleri, Bilgi Sistem Güvenliği konularında çeşitli eğitimlere katıldı.

2005 yılından itibaren Uluslararası bir kuruluş olan ve birçok ülkenin yazılımlarının birlikte çalışabilirliğini sağlamak amaçlı teknik çözümler üreten “Çok Taraflı Karşılıklı Çalışabilirlik Programında” 7 yıl boyunca görev yaptı.

TSK’lerinde 22 yıl başarıya görev yaptıktan sonra 2014 yılında Kıdemli Albay rütbesiyle emekli olmuştur. Bu süreçte mesleki başarıları nedeniyle 4 yıl erken terfi almıştır.

2014 yılında, Sosyal Güvenlik Kurumun (SGK) Türkiye üzerine dağılmış bilgi sistem alt yapısını işletmek ve geliştirmekten, kurumun Bilgi Sistem ve Siber Güvenlik koordinasyonu sağlamaktan sorumlu Genel Müdür Yardımcısı olarak görevlendirilmiştir. Bu süreçte, SGK’ya hizmet veren yazılımlar ile bilgi sistem alt yapısının geliştirilmesine ve iyileştirilmesine yönelik çeşitli projeleri yürütmüş, bulut bilişim gibi yeni teknolojilerin SGK’nın bilgi sistem mimarisine transfer edilmesi çalışmalarında yer almıştır.

7 Nisan 2016 tarihinde Türksat A.Ş. Yönetim Kurulu tarafından Genel Müdür olarak atandı.

Evli ve iki çocuk sahibi olan Cenk ŞEN İngilizce bilmektedir.

1989 yılında Erzurum’da doğdu. Karadeniz Teknik Üniversitesi, Elektrik Elektronik Mühendisliği Bölümü’nü bitirdi. 2009 yılında Microsoft Öğrenci Danışmanlığı (MSP) görevinde bulundu. Lisans eğitiminin ardından Gazi Üniversitesi Bilişim Sistemleri Bölümünde yüksek lisans eğitimine başlamış ve hala devam ediyor. 2013 yılında Milli Savunma Bakanlığı Araştırma Geliştirme Daire Başkanlığı’nda mühendis olarak göreve başlayan Ayan, 2015 itibariyle Cumhurbaşkanlığı Kurumsal İletişim Başkanlığı’nda Uzman olarak görevini sürdürüyor. MediaCat, Aramamotoru gibi bir çok araştırmacı tarafından internet ve teknoloji alanındaki en etkin 10 isim arasına giren Ayan’ın İnternet Sırları(2009),APPInventor ile Mobil Uygulama Geliştirme(2015), Sosyal Ağlar Tarihi (2016), Dijital Girişimcinin Yol Haritası isimli 4 adet kitabı bulunmaktadır.

Gazi Üniversitesi Mühendislik Fakültesi Bilgisayar Mühendisliği Bölümü Bölüm Başkanı

Doçentliği Yazılım Mühendisliği alanında almış, siber güvenlik, bilgi ve bilgisayar güvenliği, biyometrik ve büyük veri analitiği, güvenliği ve mahremiyeti konularında çalışmaktadır. Bilgi Güvenliği, Siber Güvenlik, Büyük Veri ve Açık Veri gibi konularında ulusal ve uluslararası etkinlikler düzenlenmekte, bu etkinliklerin başkanlığını veya eş başkanlığını yürütmektedir. Bu konularda uluslararası etkinliklerde özel oturumlar düzenlemektedir. Ulusal ve uluslararası pek çok konferanta davetli konuşmacı olarak sunumlar yapmış ve yapmaya da devam etmektedir.

BilgiTeknolojileri, Geliştirilmesi, Kullanılması ve Uygulamaları gibi farklı konularda yazarlığı editörlüğünü yaptığı ulusal ve uluslararası 21 kitabı, ulusal ve uluslararası 5 patenti, 500’ün üzerinde yayımlanmış bilimsel makale ve bildirisi, 100’ün üzerinde SCI endeksli dergilerde makalesi, 3500’in üzerinde atıfı bulumaktadır. Bunun yanında, projelere ve şirketlere danışmanlık yapmaktadır. Ulusal 1 ve uluslararası 2 derginin Baş Editörlüğü görevini yürütmektedir.

Bu konuşma, üç kısımdan oluşmaktadır. Birinci kısmında, büyük veri ve siber güvenlik alanındaki tehditler ve fırsatlar özetlenecektir. ikinci bölümde günümüzde yapılan akademik çalışmalar özetlenecektir. Üçüncü bölümde ise gelecekte siber güvenlik ve büyük veri ile ilgili öngörülere yer verilecektir. Sonuç olarak; yapılan çalışmalar genel olarak değerlendirilecektir.
